Russia took Karabakh, returned it to Azerbaijan and went back, Armenia Security Council chief says

Russia came, took Nagorno-Karabakh, returned it to Azerbaijan, then went back. The Secretary of the Security Council of Armenia, Armen Grigoryan, told this to reporters Wednesday during the forum entitled "Building the Future."
"Didn't we [i.e. Armenia] have a war when Armenia was completely dependent on Russia? We did. Let's record that it is because of this existing situation that we ended up at war. We have tried to bring stability with these changes, and we are convinced that these changes will bring stability," said Grigoryan, speaking about the current change in Armenia's foreign political vector.
He insisted that Russia took Nagorno-Karabakh. "This happened when we were completely dependent on Russia. Russia came, took Nagorno-Karabakh from our hands, returned [it] to Azerbaijan, then went back; this is the whole reality. I insist Russia took Nagorno-Karabakh," said the secretary of the Security Council of Armenia, stressing that the war in 2020 would not have happened without Russia's permission.
